Job Summary
Colorado School of Mines is seeking a Proposal Manager to support the Office of Research Administration in the management of research and sponsored funding proposals.

This role serves as a key resource for faculty and administrators, helping ensure compliant proposal submissions to external sponsors. The Proposal Manager oversees proposal development, proposal budgets, sponsor requirements, internal approvals, and submission deadlines while supporting the Proposal Analyst unit.

Key Responsibilities

  • Manage research and sponsored proposal submissions through the Office of Research Administration
  • Review proposals for compliance with Colorado School of Mines, State of Colorado, and sponsor regulations
  • Ensure proposal completeness, including required forms, certifications, budgets, and supporting documentation
  • Submit approved proposals on behalf of Colorado School of Mines by sponsor deadlines
  • Coordinate proposal information and submissions involving subrecipients, subcontractors, or third-party contributors
  • Work with faculty to develop institutionally approved proposal budgets
  • Determine allowable costs, coordinate cost waivers, verify cost matching, and recommend budget changes when needed
  • Perform cost negotiations with project sponsors, including cost justification and explanation of institutional policies
  • Manage, support, and prioritize the work of the Proposal Analyst unit
  • Provide training and guidance to Proposal Analysts, faculty, and department administrators
  • Establish, document, and improve proposal team policies, procedures, and business practices
  • Serve as the final decision-maker regarding the accuracy and completeness of proposals
  • Maintain accurate proposal records and support data repository processes related to proposals
  • Communicate regularly with faculty, administrators, sponsoring agencies, and external partners
  • Lead process improvement efforts to improve proposal workflows, compliance, and resource utilization

Qualifications

  • Baccalaureate degree in business or a related field required
  • Six years of experience in research administration required
  • Demonstrated customer service skills and ability to work with a wide range of constituencies
  • Ability to manage multiple deadlines and competing priorities
  • Advanced experience using databases, presentation software, and enterprise financial systems
  • Advanced experience analyzing information and using problem-solving skills to make independent decisions
  • Outstanding interpersonal and communication skills
  • Ability to establish and foster a cooperative work environment
  • Self-motivated with the ability to multitask and meet deadlines
  • Advanced degree in research administration, business administration, or a related field preferred
  • Seven or more years of experience in research administration preferred
  • Experience working in higher education preferred
  • Knowledge and experience implementing research regulations for federal sponsors preferred
  • Proposal development experience for federal and non-federal sponsors preferred
